Download this to patch your system files first.
Use this tool to safely install the theme.
The theme itself is called snow leopard. You can download that here.
Now your Windows 7 will look like a mac.

Looks pretty good but I'll stick with hyperdesk themes unless I get a Mac. Getting one would be nice though.

It has never affected my computer before. I don't have a definite answer though.

Well edits like this usually make the computer a little slower (because of the extra tools, etc) but the result is hardly notice-able.
